Thats a really stupid thing for Moss to do.
Technically, he is admitting to a crime.

Though there probably won't be any action taken, the NFL could, if they wanted to, suspend him for what he said.

he has to fail a drug test i thought for the nfl to do anything.

i could be wrong.
i know they suspended that whizanator rb from minnesota a year from being caught with it.

I know for a fact that 2 players I know of do! I even asked them, at the golf tournament I was playing in with them, why risk it? They said "it's no big deal in the offseason, alot of athletes do". I was like ok then, so we drank some more and had a great time. I personnally don't smoke, but I don't judge others on what they do either. I was just curious...
