1) Get an entirely new coaching staff and front office. Go with Cowher and let him pick his GM, coordinators, assistant coaches, etc. Give Cowher whatever he wants to come here, including veto power over all personnel decisions. This place is a nightmare and probably the only way we can lure a top talent will be to go this route.
2) Do whatever it takes to draft Andrew Luck, even if it means pulling a Ditka/Williams trade. We may possibly finish with the worst record in the league, which would make Luck ours for the taking. At this point, I am rooting for a continued implosion so long as we finish at least 1-15 and obtain the first overall pick (I am not sure I could stomach 0-16). If we get Luck, play him from the get-go like the Colts did with Manning (Yes, he will have growing pains, but so what if it leads to him being the next Manning at some point thereafter?)
Between activities one and two, I am in favor of purging ourselves of this monstrosity of a team (Yes, we are officially rebuilding...again):
3) Build the offense around Andrew Luck with Jake Long, Brandon Marshall, Davone Bess, Daniel Thomas, and Mike Pouncey avoiding the axe in the process. Yes, cut/trade pretty much everybody else. Try to add at least ONE big name free agent, preferably on the OL, but do not overpay. Carl Nicks and Ben Grubbs ought to be at the top of the list. I also want us to make a run at Kareem McKenzie.
4) Build the three layers of defense around Cam Wake, Karlos Dansby, Vontae Davis and possibly Paul Soliai. Keep the young guys with potential. With the exception of Wake, Dansby and possibly Soliai, get rid of everybody on defense who is over the age of 27. JASON LOSER, the worst cancer in Dolphins history, MUST GO ONCE AND FOR ALL. For almost a decade now, we have done nothing but lose whenever this loser was on our roster.
5) See if we can improve our special teams at a cost-effective price. With that said, we could do a lot worse than Fields, Carpenter and Denney.
