this is just mere speculation... maybe their plan is to put Devlin on the PS and they don't want teams to get a serious look at him.

I don't think that's it. They don't have enough time to truly evaluate 3 QB'S.

They can only look at Moore and Henne. You throw a 3rd QB into the mix then you definitely don't have enough time to truly evalute each QB. Moore is getting the short end of the stick here really. However, all Henne has to do is play like he did last night and Miami will be ok

True, we need to see what Henne and Moore can do in a game situation the fact is Devlin simply has not earn the rite to get time over those two.

The reason Devlin isnt playing is because he sucks. He's not anywhere close to being ready. He possibly never will.

Henne and Moore are are 1 and 2, since it was a shortened offseason they need as much reps as they can possibly get. Not Devlin.

Devlin isn't playing cause they can't waste time on him. He isn't an NFL QB yet and why take away snaps from someone who will be playing this year.
