Something that doesn't make any sense to me is that when a defensive back gets a holding penalty they mark it at the spot of the foul , even if its 60 yards. But if the offensive player does the same thing it's a 10 yard penalty, it's doesn't make any sense to me. u could say well the wr was going to catch the ball. but you could, also say that when the offensive player held the db ...it could be an interception. I dont think a fair penalty is at the spot of the foul.

It is for the same reason as pass interference. If it was only a 10 yd. penalty, then every time a guy felt he was going to get beat deep then he would commit a foul. This would work to the defense's advantage by penalizing him 10 yds, rather than getting beat for 20, 30, or more. In college, if a guy is beat deep then the db can dive at the wr's feet for 15 yds, rather than giving up a potential touchdown. In the NFL, this rule prevents that.
 
I believe Defensive holding is a 5 yd penalty from the line of scrimmage and automatic first down. Pass interference gives the offense the ball at the spot of the foul.
