NFLE Exemptions?

Can someone explain the roster numbers to me? On the Dolphins website that site 91 players on the roster. 12 players qualify for NFLE exemptions. Are these 12 players in addition to the 91 or part of the 91? What exemptions to they qualify for?

We're able to keep 12 more players on the TC roster than is allowed, because we had 12 guys play NFLE football, those are 12 additional spots we can have for participating in NFLE, we get to keep that number until the final cut. Then it has to be the 53 man roster and 5 PS guys. But we get to evaluate a lot more guys because of this. So it's to our advantage, you never know, we may find a diamond.

In the 60s & 70s, some teams would bring over a 100 players to TC.

...and if I'm not mistaken, the final roster was smaller than the 53 we have now, wasn't it?

Thanx MD, that's what I wanted to know. That's alot of players to look at, but also a lot of players who won't make the cut.
