NFLE Roster Exemptions?

How does the NFLE roster exemptions work? If we designate a player for the NFLE are other teams able to pick them up?
This could be the way we handle Brock Berlin and Manny Wright bothe players would like to be kept but they both could use a little seasoning.

Berlin is PS material, Wright makes the team.

tbh, i'm not sure how the roster exemptions work, i think its for guys that played in NFLE last year, like Tony Pape.

I think this is the way it works...but I am not sure.

The ten exemptions we have are all players we can allocate to NFLE meaning they will still be under contract with us, but play over there for the year, that way we don't lose them to other teams.
