Why hasn't it been like that for the last 6 quarters of the season ?

they're getting paid to play 100% every play. An NFL season is only 48 hours per year. 16 games X 3 hour games = 48 hours (and units only play about 24 hours PER YEAR ~ offense 24 and defense 24 = 48 total)
