When Ramsey is officially gone we will have an entire secondary of backup quality players. So unless several players step up and start playing at much higher levels than they ever have, it will likely be the weakest unit. I've seen some Phin fans say they aren't too worried because the defense did well despite disappointing safety play and Ramsey's declining skills. But even though Ramsey isn't the player he used to be, and even though Holland disappointed and wasn't worth his asking price, they are still much better than what we have replaced them with on the field.
The d-line will likely be worse than last year too but we still have Sieler, and hopefully Grant's floor is enough mitigate the loss of Campbell, while his ceiling could result in an improved unit.
The o-line is the wildcard. It could be a vastly improved unit, or it could be a disaster and ends up as the weakest unit again. Jackson and Daniels are both serviceable players but they are coming off season ending injuries. Will they be less than 100% this year? Will they get hurt again? Savaiinaea has potential as a high 2nd round rookie, but he could turn out to be a bust or a slow developing player. And then Paul has potential as a 2nd round sophmore with good tools/upside, but his limited play last year did not inspire much confidence.
