HBO's Carter maintains Pennington out of his league.

NEW YORK - Cris Carter created a buzz last week by proclaiming on HBO's "Inside The NFL" that Chad Pennington "has always been overrated." On Sunday, Carter watched Pennington shake off a poor start and play a perfect fourth quarter in the Jets' win over the Dolphins.
Was it enough to make Carter change his opinion? Uh, not exactly.
If anything, the game reinforced some of Carter's feelings. Except now, after seeing Pennington's lack of velocity on downfield throws, Carter is convinced the Jets' quarterback is feeling the effects of offseason shoulder surgery.
"I still think he's still hurting; I don't think he's 100 percent," the former wide receiver told the New York Daily News. "No one in the organization will admit that publicly, but I think he's still suffering from major surgery. When you don't have a big arm to begin with, and you go under the knife, how strong can your shoulder be?

I am not so sure he is out of his league, but I definitely saw some negative affects from his shoulder surgery on Sunday, especially that one pass to McCareins on that first drive.
