I ask this question from a humble place of ignorance.

I know we had to spend money this season because of how below the cap we were, and we had been relatively frugal going after FAs. I also recall hearing that we were going to wait to search the waiver wire for any talent that gets cut.

Where does the pennington signing put us in terms of being able to acquire FAs for other need positions (especially WR)?

We are $15m below the cap after signing Pennington.
 
Should be around $15 million under the cap. We've still got some slackers on the team we can cut as well in the cut-down to 53. Maybe Renaldo Hill is cut. Perhaps Ernest Wilford if a replacement becomes available (I'd rather have Terry Glenn over Wilford, if Glenn is healthy).

A receiver and a corner would be nice signings... if one were to get cut in the next few weeks for salary cap reasons.

Hill could be cut, Unless Wilford completely craps the bed, I can't imagine him getting cut.
 
We were about $21 million under before signing Pennington. If Chad's contract is as performance-based as Pro Football Weekly says it is, my guess is that we're still at least $18 million under. We can sign anybody we want this year but probably won't use that space this year (except for extending key players and front-loading the cap impact) so that we can kick that cap space forward until we're much further along the rebuilding plan.
 
I think with the Pennington signing we finally met the cap floor of 86.4%. As mentioned above, we are probably around $15 million under the cap.

Signing some players after cuts, is no way near going to take up all the space. They may sign 3-4 players after the cuts and still have over $13 million in space.

We have a lot of room to work with.

Pennigton's deal is very incentive based, if he hopes to make the money that's being reported he needs to get us to the SB...anyone see this happening? For a QB with his experience and ability, we are getting him for a song.
