I think you may be on to something. Even if it was true i think it would have leaked that the colts told manning he can negotiate with other teams.

i heard long before this manning thing started is that the colts will not be able to keep their DE's and Wayne and whoever else they need to sign. The Colts are officially in rebuilding mode once Manning is gone.
