This seems like a time when the euphamism is lost on someone not raised in the US. The term "circle the wagons" comes from the practice of early western settlers who would drive their wagon trains into a defensive circle to protect themselves from Indian attacks. Thus, when someone says they know how to "circle the wagons", it means they know how to rally to their own defense. Therefore, they are ALWAYS referring to their own wagons when they make this statement. Just for clarification.
