Please explain the supplemenatal draft

What is this? I just thise year got interested in the draft itself. Can someone please explain the pprocess of this supplemtal draft?

my guess is that teams pick in the same order as this past draft and if a team decides that the player is worth their nth round pick, they can use it to select him and then surrender that round's pick in the '06 draft

But who goes in the sup. draft that isnt available as a free agent now? What am I missing?

There are players that could have been in this years regular draft, but didn't(for whatever reason). Later they decided(for some reason) that they do want to go pro. I think it is usually about grades. This explains it a little better: http://www.nfl.com/news/story/6452668
