In this post, I will break down, from #32 to #1, which teams could use Brett Favre the most and follow that up with a short explanation.
32. Green Bay. They seem ready to move on with Aaron Rodgers. They're the ones who want to get rid of him. Enough said.
31. New England. Two words...Tom Brady.
30. Indianapolis. Again, two words...Peyton Manning.
29. New York Giants. They just won a Super Bowl with Eli and are thus set to move on with Manning as their starting QB.
28. Jacksonville. David Garrard fits their run-oriented offense very well, and IMO, was snubbed from the Pro Bowl last season.
27. Cincinnati. Carson Palmer is a stud at the QB position and is a former #1 overall pick. The problem with that team is the defense and running game, not Carson Palmer.
26. Pittsburgh. Although I have my doubts about Big Ben, the Steelers just awarded him with a big contract and he is coming off a Pro Bowl season.
25. San Diego. Philip Rivers showed his guts in the playoffs when he played through injury (and even played very well at times). He's a former top five pick who seems to be the future of this team at QB.
24. Seattle. Even though Brett would love to fling the ball around in this pass-heavy offense with old coach Mike Holmgren for one last year, Matt Hasselbeck, a former backup QB behind Brett, is a Pro Bowl QB and is the QB of this franchise.
23. New Orleans. Drew Bress is a top-tier QB if his offensive line can protect him and if key players on offense can stay healthy. Look for Brees to have a Pro Bowl-caliber season this year. Drew is the QB of this franchise.
22. Philadelphia. Donovan McNabb is a top five QB in the NFL if he can stay healthy. Look for McNabb to have a Pro Bowl season this year. Plus, Philly already has its QB of the future in Kevin Kolb, who they drafted early in the second round last year from Houston.
21. Cleveland. Sure, Brett would love to throw to all those weapons on offense, but acquiring Brett would give the Browns a mosh pit at QB of heavily paid guys. I'm not too sure Brady Quinn, the Browns likely QB of the future, would be particularly fond of being #3 on the depth chart (as he's already having trouble accepting a backup role).
20. St. Louis. Marc Bulger is a top ten QB in the league when healthy, and thus, I'm not too sure we'd be willing to take on Brett just for the sake of one season. Besides, at this point, Bulger is as good a QB as Favre and will be way better this season if he can avoid injury.
19. Kansas City. Another team in total rebuilding mode which wouldn't make much sense to take on Brett's salary and prevent Brodie Croyle from gaining experience and chemistry with his teammates.
18. Atlanta. Same as above with the Chiefs and Dolphins. Matt Ryan needs all the experience and time (to develop chemistry with his teammates) he can get. These three teams don't have a chance of getting anywhere with or without Brett Favre.
17. Buffalo. Even though this team is close to a playoff-team, they're a young, small-market team who wouldn't like taking on Brett's contract. Give Trent Edwards another year behind the helm and this is a playoff team.
16. Detroit. First off, there's no way the Packers would trade him to a division rival, and secondly, this team needs help in the secondary, on the offensive line, and at the RB position. An improvement at the QB position (Kitna to Favre) would not do too much for this team.
15. Tennessee. Vince Young, IMO, is one of the most overrated players in the game, but the Titans made the playoffs with him last year and he's their QB of the future. So, acquiring Brett would just give Vince doubts about the franchise's faith in him.
14. Denver. Jay Cutler is this team's QB of the future, and again, acquiring Brett would just give Culter doubts about the franchise's faith in him. Cutler seems to have a good relationship with his top WR Brandon Marshall and this team is more than a QB away from competing with the top of the AFC. Who's going to run the ball on this team? Selvin Young? Michael Pittman? Clearly it's a mystery.
13. Arizona. Sure, Brett would love to throw the ball to Boldin and Fitzgerald, but this team is more than a QB away from competing. They're running game is questionable as well. Also, the franchise seems as if it's ready to hand the reigns over to Matt Leinart.
12. Miami. This team is in total rebuilding mode and has pretty much no chance of getting anywhere this year, so it wouldn't make much sense for them to take on Brett's salary (of roughly $12 million this year). They need to give Jon Beck and/or Chad Henne all the time/experience (and time to get chemistry with the teammates) they can get so in a few years, they're poised to make a run towards the playoffs.
11. Dallas. This team has aging players at key positions and could use Brett to get them over the top. Tony Romo has yet to prove that he can be big time in the playoffs. However, the Packers are unlikely to trade him to rival Dallas (who, to them, is like their fourth division rival) to help them get over the top. If Dallas acquired Favre, it may just give Romo, their QB of the future, doubts about the organization's faith in him to lead them to a Super Bowl title.
10. Oakland. I think the organization is ready to move on with JaMarcus Russell. Yes, Al Davis would probably love to have Favre come in and sling the ball around the field and with Davis, who knows? This could be a team to watch in the Favre "sweepstakes."
9. San Francisco. Brett would probably love to fling the ball around in Mike Martz's system, but this team is more than a QB away from winning and thus, Brett probably wouldn't feel too compelled to play in San Fran. This team needs to find their QB of the future (is it Alex Smith?) and get him the experience and a chance to develop chemistry with his teammates so they can compete in a few years.
8. New York Jets. I think this is a very possible landing spot for Brett, but I don't think he'd be too compelled to play here. Even though they spent numerous dollars on big-name FA's, they're still a long way from competing and, IMO, need to determine if Kellen Clemons is their QB of the future, and if so, give him the experience this year and a chance to develop chemistry with his teammates so they can compete in a few years.
7. Chicago. Again, the Packers would not trade Brett to a division rival and the Bears are definitely more than a solid QB away from competing. They lost WR's Muhshin Muhammad (sp?) and Bernard Berrien in FA and released Cedric Benson. They are likely going to count on rookie RB Matt Forte to start. This team is just lost offensively no matter who is quarterbacking their team. They need to find their QB of the future. Is it Orton? Grossman? We shall see...
6. Tampa Bay. Despite the fact that Jon Gruden loves his quarterbacks, I think this team needs more than Brett Favre to compete with the top of the NFC. Jeff Garcia had a nice season last year, but this team, besides Joey Galloway, doesn't have many weapons at the WR position. I think the Bucs are a possible destination for Favre because out of all of the teams that could actually land Brett, they may have the best chance to win. However, I just don't think Garcia to Brett is a big enough improvement to put this team over the top. Jeff Garcia is a top fifteen QB in the NFL, IMO. I just don't buy the fact that TB "needs" him, I just think that Gruden wants him. JMO.
5. Carolina. This is another team that could be interested in Brett that isn't too far away from winning, and that's why I put them up this high on the list. They have weapons offensively with DJ Hackett, Steve Smith, Mushin Muhammad (sp?), DeAngelo Williams, Jonathan Stewart, etc. However, Jake Delhomme, if he can stay healthy, is a top 10 or 15 QB in the NFL. I just don't see a guy like Delhomme sitting on the bench. This team is more than an upgrade from Jake to Brett from competing with the top of the NFC.
4. Houston. This is my darkhorse in this race. Houston has a lot of young talent and Andre Johnson is definitely a top ten WR in the league. Both Matt Schaub and Sage Rosenfels are nice talents, but Schaub hasn't proven that he can stay healthy and Rosenfels, IMO, is a solid backup, not a starter. Brett could be re-united with former coach, Mike Sherman, and former partner in the backfield, Ahman Green, but I just think Houston is more than a QB away from competing with Indy at the top of this division. I think the running game is just too big of a question mark for this team. I put this team up so high on my list because they're an AFC team that has the ability to compete.
3. Minnesota. If this team gets Brett, they are my favorites to win the NFC, but there's absolutely no chance that the Packers trade Brett to their arch rivals. This team is a QB away from possibly winning the Super Bowl. It's that simple. But, again, there's no way Brett goes here. Absolutely no chance.
2. Baltimore. I think that if this team got Brett, they're the instant favorites to win the AFC North. They have a great defense and a decent running game with Willis. However, the retirement of Jonathan Odgen left gaping holes on the offensive line and the team is relatively thin at WR. However, they're an AFC team that could win with Brett, which makes them a very likely landing spot for #4. Give Joe Flacco a year or two to learn behind Brett. It will be good for him. Plus, don't pay attention to the Baltimore Sun report that the Ravens have no interest in Favre. That's nonsense. GM's always are going to deny that they have interest in key guys...it's their job.
1. Washington. Jason Campbell has yet to prove that he can stay healthy, and with a year of watching Brett, this guy could be ready to go. He is their QB of the future, but I just don't think that he's ready yet. He's shown rare glimpses, but no consistency. This team, like Dallas, also has aging players at key positions, and with the acquisition of Jason Taylor, they have shown that they're serious about winning now. This team, IMO, has all the weapons in place, and with the acquisition of Favre, I would put this team as the favorites in the NFC. They have weapons offensively with Cooley, Portis, Betts, Moss, Randle El, etc., but the secondary scares me a little bit. Shawn Springs, an OSU product, can play CB well, but this team has a huge hole to fill with the loss of a great man and talent, Sean Taylor. Right now, I have this team coming in last place in the NFC East, but that division is so tight, I think the acquisition of Favre would bump them from worst to first.
Now that I've counted down which teams should consider Brett in my mind, here are some likely trading partners.

You can, IMO, exclude all NFC teams from the Brett Favre "sweepstakes," unless Goodell keeps pressuring the Packers to do something with Favre and they can't find any AFC trading partners. You can definitely exclude Detroit, Minnesota, and Chicago, their NFC North counterparts.
Now, you can probably exclude all AFC South teams, but if Houston puts up a good bid for Favre, it'd be tough for the Packers to pass up an AFC taker.
IMO, there is just one team that will get Favre if he insists on coming back - the Baltimore Ravens. That's the only team that needs a QB to compete and that Ted Thompson (Packers General Manager) and Brett Favre could agree on as a good landing place for Brett. They have had that championship defense for years now and even though they lost Ogden, they still have an all-rounded offense too. And he would have McGahee who would take a heck of a lot of the pressure of Favre and considering his age that's not a bad thing by any stretch. That team is deep and with a Top 5 QB becomes an instant Superbowl contender as far as I can see. Sure, they're in a packed division and conference, but there's no reason why they can't be better than the likes of Cleveland, Pittsburgh, Buffalo, Tennessee, Houston etc. with Favre under center. It would be a great fit not only for Favre, but for the Packers too. He would be out of the NFC and wouldn't match up with any NFC North team for the entire season.
