Mike Reiss, of the Boston Globe, reports the NFL sent a memo to general managers and coaches Wednesday, Aug. 30, regarding practice squad eligibility. In the past, eligible players could only spend two seasons on the practice squad. But the memo informed teams that eligible players can now serve a maximum of three seasons on the practice squad if in the third season that team has 53 players on its active list throughout the year.
 
great news. Now we can keep Pape, Hunt and probably a few more. Also, since we can keep guys longer, so can the other teams. This increases the chance of getting Vick and A... on the pracice squad.
 
So if we put a guy on the PS no team can take him for three years or is he vulnerable at all times?

The way I understood it is you are vulnerable at all times. Like I didn't think you could make a lateral move, as in from PS to PS. But you can go from PS to another teams active roster at any time if they offer you a contract.
 
I actually think Vick is going to make the team not the practice squad... but thats just me.

Any team can sign any practice squad player to its active roster at any time. The rules change just means that a developmental player like Kay-Jay Harris or Gerald Riggs, Jr. can spend up to three years on a practice squad instead of two.
 
but is not the rule for being able to claim other teams PS players 3 days and once those 3 days are up, you cannot claim them anymore? that is how I have understood those rules.

No. Putting a guy on the practice squad is a multiple step process. First you cut him and he goes on waivers. If no one claims him off waivers, then you can sign him to your practice squad. Once he's on the practice squad, anyone can sign him but they have to sign him to their regular roster for some minimum period of time (which I don't remember off the top of my head). PS players have the option of declining to accept whatever offer another team makes them--they don't have to go just because another team wants them. Teams also do have the option of paying a player more than the standard PS minimum if they want to give him incentive not to sign with another team.
