Problem setting custom avatar

I've been trying to add a custom avatar, but it keeps showing as the little red x. I've made sure that it is within the size guidelines, but am still having the problem. Do I need to submit the image for approval and/or do I need to meet a minimum number of posts?

your right, size is irrelevent..i dont get it
