Question about our 2nd round to 7th Round Picks?

Can someone please tell me why in the 2nd round teams like the Bears and Giants pick ahead of us? I know the NFL changed the methods of the draft but what is the reasoning? Is it because the Dolphins and these other teams like the Bears,Giants and Rams are 6-10 too? It doesn't seem to happen anywhere else in the 2nd draft order?

After the first round, the order is determined by revolving the teams with the same records, with the team that just picked first of the group picking last in the next round.
