First tiebreaker is strength of schedule. They add up the record of all of each team's opponents, and they are slotted based on lowest opponent winning percentage. So if Team A's SOS is .400, Team B's is .450, Team C's is .500, and Team D's is .550, they will be slotted in the order A-B-C-D. If two teams have the same SOS, divisional and conference tiebreakers will be applied if they are in the same division or conference. If those don't break the tie or the teams are in opposing conferences, a coin flip will settle.
The trick is that the order rotates within the group through the draft. Whichever team drafts first in a particular round goes to the back of the group in the next round, with the other teams sliding forward one spot. So if Team A drafts at #12 in the first round, it'll pick at #15 in the second, #14 in the third, #13 in the fourth, and then back to #12 in the fifth.
