Question On Penalty

If an Offense has a penalty within the last 10 seconds of a half...

Does that not end the half and/or game? I thought if the Offense did have a penalty within the last 10 seconds of the game, 10 seconds is ran off the clock.

If so, Ted's penalty would have ended that game, even if Revis did not catch the ball.

The penalty was declined b/c Revis caught the ball for an INT. The question is...

If an Offense has a penalty within the last 10 seconds of the half and/or game, does it end the game? Due to 10 seconds being ran off the clock.

If so, then it did not matter if Revis caught the ball or not...
