i was thinking the same thing. how is this possible. and if they can sign whenever they want why is there a "free agency period"

Because contracts expire at the beginning of the next league year, which is also the first day of free agency.

When a player is cut, his contract expires immediately and he can sign with whomever he chooses.

When players are cut they don't have to wait until the "New Year" When players contracts expire (Drew Brees) they must wait until the new year.
