There’s a balance and method to both sides.
Trading for vets is getting your team a proven commodity vs taking the chance on the pick. Thats a plus for any coach or GM, especially elite talent like Ramsey or a legit QB like Stanford.
However, trading for vets is costly against the cap and you can only do that so long. You have to supplement with cheaper vets or rookies at some point.
Also, not drafting eliminates your chance to grab those stellar rookies. You not only get them cheap on rookie deal, but they only cost you 1x 1st rounder vs 2-4 Day1/Day2 picks. And let’s not forget, many of the Rams starters and leading stat guys ARE draft picks…..Donald, Kupp, Henderson, Akers (before injury), Jefferson, Higbee, Fuller, Rapp, Lewis with Havenstein, Edwards, and Allen on OL. You still have to hit on your picks, at least guys good enough to play.
Additional note, the Rams have 44 combined players with 3 years experience or less on their active roster and IR. They have 15 players with 4 years or more. That shows how they supplement roster spots with their high priced vets.
