This is a list according to draft countdown. I don't expect everyone to rank them all, so how about top 25-30? Or whatever you feel like. And remember to rank them based on team fit/need.

The more I look at Stanford's Ty Montgomery the more I get intrigued by the idea of converting the 6'0 220 pound wide receiver into a third down back. I would love to match him on short routes out of the backfield on a linebacker, just not sure he can pass block at all. Montgomery could be the Dolphins third down back, emergency receiver if one of your top five got injured and the team's primary returner. Just imagine the Dolphins in trips left ( with Landry, Stills and Crabtree ), Cameron lined up at tight end on the right and Montgomery in the backfield. If you flared Montgomery wide right isolating him on a linebacker it's a dream mismatch.

Get him late and at least he could be a beast on kick returns. I agree he is intriguing.
 
My top four would be Cooper, White, Parker and Strong in that order. I'd be happy with Parker or Strong at #14. Very impressed with Strong's combine, especially the 4.4 speed and 42 vertical. While he doesn't separate consistently, he wins those 50/50 battles.

My next four would probably be DGB (very intriguing, but needs time), Coates (very explosive, but hands need to improve), Smith, and Lockette (smaller, but love his ability to return kicks and dangerous in the slot).

That's when I stopped looking at this list.

I'm not sure if you're saying Smith should be higher or lower? I like Smith a lot, and I might move him ahead of Perriman, but I couldn't see him any higher than 6th on the receiver list.

Diggs could easily not be one of the top 20 receivers in the draft. In fact I might have Kenny Bell higher on my list than Diggs. Both players could become decent pros, but I think Bell has better hands and runs better routes.

Can he take handoffs though? Does he even want to? Could be a fun project, but there's probably a reason he's a WR and not a RB. He's a tough player to scout IMO. I think he will have a lot of trouble separating at the NFL level.

I do agree with you that he will have to find some kind of niche position to do well. Kind of like Clay at Halfback.

But I really don't have much of problem with Smith at 7. I've said it for awhile, he's an elite deep ball WR. He doesn't even need to beat you deep to secure the ball for a big play.

That was actually harder to do than I thought it Would be. I'll update it as the draft gets closer. There's def some guys I want to move up and some I want to move down, just have to think it over a bit.

I think you are seriously underrating Strong. After his combine, can't see Strong falling out of R1.

6'2 WR that can't separate and doesn't have the feet to separate. Good hands, good straight line speed, and great jumping ability. Top CB's will neutralize him without much issue, but he's a solid complimentary option. In the right fit, I can see him being worth a 2nd, but for most teams (Miami included), he isn't. After his Pro Day, I can't imagine him going in the 1st.

To me he's Rueben Randle with better hands.
 
In 2013 everybody was saying stay away from Keenan Allen he can't separate and in 2013 the same things were said about Kelvin Benjamin. Sometimes it's not about the skills you don't have and more about you ability to maximize the skills you do have. With the right team and quarterback Strong will be just fine in my opinion.
