Rating

Hey, real quick, new to the page and was wondering how some threads get ratings by them and who decides on the ratings?

On each thread there is a grey button that say "Rate".
When you click it, it you choose to approve the thread or dissaprove. When you aprove, the thread starter gets a point and the thread gets a star next to it, I believe.
