Does the CFL have some kind of drug program?? If not do the Dolphins get or NFL get to test Ricky in his time off...Sorry if this has been asked, but i havent been on the website in a few weeks...ITS NICE TO BE BACK GO FINS!!!
It's my understanding that Ricky will be tested by the CFL, not the NFL.
In the case of the Argos, even though the CFL does not typically test its players, they have agreed to make an exception in Ricky's case.

The CFL has no formal drug testing policy, but Toronto president Keith Pelley said the team could conduct its own tests if the Miami Dolphins allow Williams to play for the Argonauts.
The NFL has no jurisdiction to test him while under suspension. That being said; they do not HAVE to re-instate him in a year. Ricky needs to apply for re-instatement and convince them that he is clean.
To that end, Ricky will enter into a voluntary testing programwith both the CFL and NFL.
The CFL does not have a testing program; however, the team can make it part of the contract.
