Ross is the main problem. As stated above in numerous posts, he does not know how to run a football organization. It all starts with Ross hiring the right people in the front office. If he can not get that right, which he has not since he has been here, can not expect any success.
The NFL is a business like anything else. If you have an Owner who does not know anything about the business, and has needed his "advisers" since the day he took over, and keeps making bad hire after bad hire, the miserable results will continue. If you look at the NFL teams who are consistently successful, take a look at their ownership and front office first, before even looking at the players. You will see they all have solid structure and personnel starting at the very top.
The latest disaster of a hire in Tannenbaum is a perfect example of how it all starts with Ross. Now we have a bunch of overpriced players, that deliver no results. We have no dept, we make mad moves in the draft, etc. It is a train wreck and it all begins with Ross.
