Is that a serious question. From the moment Tua was drafted I had absolutely no doubt we carry 3 QBs this year.

Under normal circumstances I was hoping to have Rosen and Tua active with Fitz as coach, but that was more of pipe dream of mine. But that not being possible now, yes we absolutely have 3 active, probably all season unless we drop fitz at some point.
Doubt they carry 3 on gamedays but there will be 3 on the roster. Flores has said they have contingency upon contingency this year. Having 3 QBs seems to make sense and Rosen will probably be in quarantine until/if needed.
They do get 2 more active game day players so it wouldn't shock me.
Exactly. I've had one of the two extra active spots for QB once they announced that change. I'm going to assume CB takes the other most of the year.
Backup QB usually gets about 10% of the snaps in practice during the season. 3rd string gets to pretend to be the opposing QB for the week in practice. Having Tua as 3rd string doesn't help him learn the playbook or get him ready to eventually take over.
