Rules Of Engagement?

It's pretty clear what the rules are for interviewing a coach or even obtaining permission. But what about GMs or personnel types? Are they still bound by the playoff rule? Also, I know a coach can deny permission for a coach to make a lateral move but is there any way for them to deny permission for a promotion? And does this pertain to GMs as well?

The reason I ask these things is Scott Pioli. I know he has supposedly turned down the Giants. But we would be wise to throw a very very very nice compensation package at him to see if we can somehow lure him away. Obviously our biggest roadblock to such a move would be Belicheck. Can he deny us permission to speak with Pioli even though we would obviously be offering him complete control (something we would have to give him to bring him in)? And is Pioli bound by the rule that says we can't speak with him till his team is eliminated from the playoffs?

(Actually that's what I'm hoping for, but it seems more likely that we haven't made an indication because wayne is going to give full control to our new coach.....i'm scared)
