Just like my team (Louisville), Rutgers still has aways to go. Rutgers had a good year last year. Now they have to string together 5 or so good years before they see the recruiting raise to the next level. If you want to see a similar path, look at Louisville. The school has put together 5 good seasons and finally played in a BCS bowl this past season. This recruiting class turned out pretty good since it is smaller in size then most other schools (not to mention the coaching change). But they still don't have anything approaching a Florida, USC, or Texas. You've got to win a national title to get to that level.
The 5 star recruits start seriously considering you when you beat a few national powers, and consistently play in BCS bowls. Louisville had a good season capped off with a BCS bowl win, but still dropped a spot in the season-ending polls (first BCS bowl winner ever to do that). That means the national media still doesn't respect them. I doubt that would have happened if U of L had beat someone like LSU or USC or Texas instead of Wake Forest.
Rutgers had a good season last year, but you really need more winning seasons while beating a few established national powers before you can expect to bring in top notch recruits (I mean multiple 5 and 4 star players). Just because a head coach signs an extension doesn't mean they will come. Consistent, quality seasons with favorable national media exposure brings the recruits.
