You have to keep in mind that this is still counting some of the big contracts we will get rid of(aka Howard, Seau, ect.) Cutting Tebucky Jones and Damion McIntosh will free up around $11 million by itself.
The Dolphins could be as much as $15 million under the cap going into FA and the draft. The cap is in great shape. :)
