Just wondering why there are so many NFL players being brought up on criminal and drug charges? Compared to other sports. the NFL seems to have a huge problem in this reguard.

Has this always been the way or is it getting worse every year?

Seems to be getting worse, but I think you also need to keep things in perspective regarding the number of offenders vs. the number of players in the league. The NFL has far more members than any other league.
