Little things will be discussed such as allowing teams that have three quarterbacks on their 53-man roster to add a sixth practice squad player who is a quarterback. There seems to be sentiment to rule that an offensive player who kicks or touches the pylon while inbounds before going into the end zone will be given a touchdown.
The league will revise the playoff tie-breakers now that there are four divisions in each conference. The tiebreakers will go as follows: 1. head-to-head. 2. best winning percentage in division games. 3. best winning percentage in common opponents. 4. best winning percentage in conference games. 5. strength of victory. 6. Strength of schedule.
If this vote were passed, the league would lower the emphasis on net points in division or conference games in the tie-breaker system.
