I ran into this with PMs before.

I think maybe there is some sort of logic problem with the forum software's accounting that pops up when two or more people are hitting the rate limit at the same time. It seems like the time limit ends for one user, but any rate limited user can butt into line and take the search (or PM or post).

That's really just a wild guess, though.
