Smiley, I definitely think will be a solid starter. It will help that he will likely be lined up in between Samson Satele, and Vernon Carey/Jake Long. Smiley was a solid starter, not elite, in San Francisco, and now has some of the best minds helping him out. I can't say he is a Pro Bowl guard, but he at the very least will make us forget about Rex Hadnot.
Randy Starks I think will have more success here then he did with Tennessee, but whether or not he can be a solid starter, will have to wait and see. It appears to me that this regime wants him to win the job as a 3-4 DE. Right now Matt Roth and Vonnie Holliday are the ends, but I think Starks will push Holliday in camp. The nice thing about Starks though is that he is entering his 5th year in the league and he is ONLY 24 years old. The guy still has a lot left in playing years, and he also has a lot of potential. I think he very well could become a solid starter in this league.
