I expect Turner to start at LG because he ha the length to be good there and eventually slide over to LT in a pinch if/when Albert gets injured. Plus it's a big step up for Turner so they will prefer him in between two good veterans if possible.
Smith has no real step up to worry about, just improvement. If he isn't good at pass pro--and the level of Homerism trying to make him look good is through the roof this week--then it is better to put him on the right side where Tannehill better sees he pressure.
Traditionally better run protectors tend to be RG's, but we always played Incognito on the left. I was never really sure if hat was because he had built chemistry with Long there a and we didn't want to mess with that or whether the staff saw some technical advantage to deviating from th traditional that way. If it's the latter, then it's conceivable they may prefer Smith pulling from the left ... but I don't expect it.
