I personally never felt a current NFL football under wet conditions; however they appear very slick during heaving rain conditions. I don't recall it being so tough to handle in past games.

Were there changes on the 'tackiness' of NFL footballs that turn them into a slippery mess during heavy rain conditions?

It gets slippery, but more than that, heavy as ****. The thing weighs about three times as much as a dry ball (at least feels that heavy.) It is also covered in mud and grass and crap. Tough to throw for sure, just as tough to catch if its dirty.
