I doubt it would make much difference. SB tickets are divided up among all NFL teams, sponsors, etc, with I believe blocks of tickets also available to the playing teams for their season ticket holders. I doubt that it being a 'home' game for someone would really alter the makeup of the crowd by very much.
Of course, there might be some difference. It would be easier for local fans to scrape together whatever outrageous price was being charged for scalped tickets and go, if they didn't also have to pay for travel, hotel, etc, to some neutral location.
Preventing a 'home game' like this is pretty much impossible though, since you don't know who will be in it until two weeks before the game, and many months of planning are involved.
The closest I can recall to a 'home game' for the SB was the one Miami lost to San Francisco, played in northern California. Wasn't it someplace odd like Stanford, for some reason?
