I thought they weren’t allowed to participate in any football activity under that protocol. He couldn’t have passed the 3rd stage of that protocol already with that type of concussion.

Actually, while I don't think the majority of people hold it against him, there are definitely some. I saw a guy on Facebook just the other day "thrilled" that Tua was hurt so he could stop "shoving his religion down everyone's throat with his eye crosses". Omar Kelly referred to him as a weirdo, but did not tie that to his faith, directly. Still, Tua is a pretty humble and modest guy that seems to value faith and family above notoriety and ego. I'm sure many in the sports world would find that weird, and there is no denying that Tua's faith plays a large role in his overall personality. I also think for a growing number of people in this world, they just can't stand anyone that doesn't think or believe just like them.Hell no. Pun very definitely intended.
