Someone who played last year will definitely get a team over someone who didn't, if it comes to that. I'm hoping that everyone will get one of their top 2 teams.

We also need to consider the ones that 'played' last year but dropped out.. IMO, that should be a strike against them.

That will be considered as well...as will someone who has played for 5 years. I didn't go into all of those details since that wasn't a part of the question asked.
