Owner Jerry Jones agrees that Glenn is healthy enough to practice. So why then isn’t he on the field?
It could be that the Cowboys believe it’s only a matter of time before Glenn’s knee gets “blowed up,” and the ‘Boys would then be on the hook for his $1.74 million salary in 2008. Under this theory, the Cowboys would cut Glenn, after they have a replacement in the fold.

I know the guys is injured and he could be a risk, but it is a risk Im willing to take. Imagine Ginn and Glenn on the outside with Wilford in the slot. He would also provide a solid veteran with experience that our young recievers could learn from. Ck and I have spoken about this for a while and it is a risk worth taking.
Check out what Romo thinks about Glenn:
Cowboys owner Jerry Jones says Terry Glenn (knee) is "ready to go," but the team is holding him out of OTAs as a precaution.
Glenn knows the offense, so there's no use in taking risks this early in the offseason. Tony Romo says he believes Glenn will "surprise you with just his level of play" and assumes Glenn will be "fine come training camp."
