It could have something to do with Viacom owning CBS. Viacom also owns MTV and VH1, actually they have them much longer than CBS, and they probably request the NFL to use MTV caliber groups in the halftime performances.
Also if you remember in the 2000 AFC Title game, there was a strange performance involving a couple of rappers and some members of the group Third Eye Blind mixed together in a rap-metal combo with Raiderettes dancing to it that made no sense.
