The culture in Miami...

Remember during the "a football life" about Shula? It was stated that when he came from the Colts, the Dolphins were known as a "partying, fun loving team". He put a stop to that, and turned them into champions. They were not an up and down team, they won consistently, until the end of his career when they did have a few down years. Ever since he left, this team has been a 3 ring circus. Is it the coaching, the players, or is it the lifestyle of the city of Miami, or a combination of all of it? Does the whole "South Beach" lifestyle make these guys worry more about being "seen" and partying more than focusing on the task at hand? Just trying to figure out why so many players for so many seasons just don't really appear to give a sh*t. No fire at all.
 
wasn't one of the 1st things Ross did was put a nightclub inside the stadium and roll out an 'orange' party carpet?

This is definitely one big problem down here. Too many distractions, the culture has to change to the point where it's almost militant. Needs to be echoed from top down.
 
I think it has more to do with..

Clueless owner
Incompetent GM
Mediocre to poor head coaching
and questionable team leadership

Move this team as it currently is run anywhere else and it would still be just as bad.

Don't need to re-invent the wheel, Ross just needs to look around the league for what is working successfully over time (best in class). Then hire the right people that know how to implement that type of program. Management that knows how to set realistic goals, set targets for the implementation of those goals, monitor the ongoing success of the plan and make the correct adjustments when needed.

Put together a team that has experience with winning on a consistent basis. A team that demands a commitment to success and will hold those accountable that fail to meet that criteria.
