It's undeniable that the NFL has changed. People can cite Tom Brady, Peyton Manning, Drew Brees and Dan Marino but all of those guys are retired and Brady had 20 years experience running the same offense when he was last taking snaps.
The most successful QBs can all move around: Mahomes, Allen, Jackson, Daniels, Hurts, Murray, etc. Even guys like Burrow and Stroud can scramble when they need to.
It's important to note that Tua was believed to be that guy when he got drafted but concussions have proven he
can't be that guy.
If you're building around a fundamentally pocket-based QB like Goff or Tagovailoa (for health reasons) you're "a step behind" as the video puts it. You're letting the opposing defense dictate the game.
You just watched another postseason game played in ridiculously bad conditions, which demanded both teams be able to generate yards on the ground while occasionally chucking it deep.
