It's just some collected Ditka soundbytes over the decades. He recently testified in front of congress about the whole issue with the NFL and paying benefits to retired players, etc...so the cartoon was pretending that Ditka said in front of congress some of the things Ditka has said over the years. It would be like if they showed Jim Mora in front of congress saying "Playoffs?! Playoffs??? Playoffs!"
