A backup is probably better than a 60% Peyton Manning. Heck, a 100% Matt Flynn is better than a 60% Peyton Manning.

Culpepper could never hold Manning's jockstrap, even when Culpepper was 100%. The mere fact that you are comparing the two and their completely unrelated situations tells me all I need to know about your understanding of the position.
