Because to use him when we already at 3 backs ahead of him meant that someone had to be inactive likely at another position. I'm not sure how you bringing brining in a 4th RB under those circumstances.
 
Hopefully he's a good runner who is useless on specials, hence his inactive status as all of the other 3 RB's play specials.
 
He is a Michigan boy didn't get it done there and that being a running program I would not expect much in the pros.
 
Guys he was signed as a non-drafted free agent and was on the practice squad until a couple weeks ago. He knows the plays in the coaching staff knows him.
 
Needs it blocked up on first level to have an impact. Below average eluding tacklers in the hole.

WEAKNESSES
Lacks pro acceleration needed to escape NFL linebackers to the edge. Play speed is below average. Sluggish to and through the line of scrimmage. Allows tacklers time to disengage and react to the run. Poses very little threat to take runs to the house. Hard-hat runner who lacks the wiggle or speed to create for himself. Needs it blocked up on first level to have an impact. Below average eluding tacklers in the hole.

This dude is so slow and has no burst. Get ready to watch 3 yards consistently.
