Sometimes right after making a post the thanks/no thanks feature will be disabled. Then if you reload the page it comes back. Next time you see that it's not there try reloading the page and see if it reappears.

Some people have been denied it's usage because they abused the privilege. So if they aren't allowed to use the feature it also won't allow others to rate them as well. Other times it's just as Walrus said.
Edit: There is also a questions and comment thread just a little further down in the forum topics page. That is where would truly belong. Still, better here than in the main forum.

You can disable the no thanks in the advanced post options.

Thanks for the heads up guys. I've tried the refresh thing before making this post. It probably is that someone's thanks is disabled. I was unaware that you could disable it.
