I have read that Coach Bowles would be a candidate to run KC's defense.

My question is this: can they hire away a guy with the title of "Assistant Head Coach" to be DC?
 
It would be considered a lateral move. So unless Miami agrees to let Bowles leave, he is not going anywhere. At this point of the offseason and how valuable he is to our team, they will not allow this. Bowles is a Dolphin and the Chiefs can look elsewhere.

Didnt Parcells prevent Tony from joining Sean Payton as OC in NO, when he held the title of "Assistant Head Coach" in Dallas?

In a perfect world yes you're right, but when you consider that Pioli is BP's son-in-law and that in his PC today, Haley specifically thanked BP (and Henning) for their mentorship, I think in this case, all bets are off.

That could be true, but I still don't think Parcells would do that it this point in the game. Sparano would likely be furious if Parcells let him leave. Pioli may be Parcells' Son-in-law, but I don't think he is going to hurt his current franchise to help him out. Parcells wants to win a championship and letting Bowles leave would be a step back, not a step forward.

Here is the rule:
Under Contract After Season. If an assistant coach’s playing season, including postseason if applicable (excluding Pro Bowl), is over and he is under contract to his club for the succeeding season or seasons, one of the provisions below—“Head-Coaching Opportunity” or “Lateral Move”— whichever is applicable, must be observed:

1. Two Tiers of Coaching Staffs. For purposes of this Anti-Tampering Policy, each coaching staff is divided into two tiers: (1) head coach, and (2) all assistant coaches.

Although each individual club is permitted to use whatever structure and titles it desires for its coaching staff, the two tiers described here will be adhered to for administration of this Policy.
3. Lateral Move. If a club is interested in discussing an assistant coaching position with an assistant coach who is contractually obligated to another club at any time prior to the opening of the employer club’s training camp, it will be considered a lateral move, and the employer club is under no obligation to grant the coach the opportunity to discuss the position with the interested club. At the discretion of the employer club, however, such permission may be voluntarily granted.

True, but, in the purest sense of NFL rules, if we don't want to let Bowles go, he can't go unless it's to be an HC.
 
Parcells already said he wont be giving Pioli any "free advice". Their relationship wont be a factor.

Like I said, Parcells has done this before. He told Sean Payton, a guy he mentored for years, that he could not bring Sparano with him to New Orleans as his OC. Its about winning HERE first and foremost.
