I don't know if the teams decide their own dates after a certain date or if the league sets it, but I think they all pretty much start about the same time because all the FOs and CSs want to get started ASAP.

The Bills' TC starts July 28, so I imagine the Fins' camp will start about that date as well.

They start different dates. The earliest that I know is that some teams will start on the 25th of next month. We start our's on the 29th.
