Figured I'd weigh in on what most of the discussion seems to be about. As someone that sees every pass attempt thrown in the NFL each weak, I don't think you should grade that throw to Hartline in a negative fashion. Was it under thrown? Yeah, a little. Hartline had to slow up a bit, but that's a pretty common site to see in the NFL, especially on throws of that distance. The contention that the defensive back broke it up is untrue, as you can see the ball cleanly makes it to Hartline untouched from the All-22 camera. missing by a yard or two on a throw that traveled over 60 yards in the air is to be expected.
I think there's plenty of other areas to criticize Tannehill in that you don't have to nitpick on that throw.
