Waiver question?

First off, let me say that I'm not that familiar about the waiver process. As far as picking a player off of waivers, I'm assuming we're 25th in the pecking order just like the draft. My question is, once a player is released, does he or his agent have to go each team, in order of waiver position?

Example: Say a player is released who we feel is someone that would help us, does he have to go to Detroit, St. Louis, Kansas City and every other team before us?

I don't think the agent goes anywhere. I believe the team that snatches someone picks up the contract they have (the cut players usually have two year contracts).
